My Father was an Electrical Instructor at TAFE and was amazed when they dropped the passing score on exams to a passing grade based on the average class score. It meant that people with no idea what they're doing could still get their Electricians license.
A lot of the people he trained in Kalgoorlie were electrical apprentices because they played for the local football team and couldn't be trusted to change a battery let alone do electrical installation but Government cuts to education meant you can't actually teach enough to struggling individuals.
When he retired he said there was more administrative staff than teachers.
They asked him to lecture on contract after he retired but he declined. He would rather they dealt with their own incompetence.

He wouldnt be alone with that view Batty. Seems so many occupations have become admin heavy and working staff light.
