Damper rod bolt torque

Hi all
So after many setbacks with these £#&@ing POS forks, they're finally going back together for the umpteenth time.
Need to ask, what torque does everyone use for the bottom bolt for the damper rod?
The Youtube video I've been watching says 23Nm, the manual says 40Nm which sounds too much to me? Like when you change the engine oil you'd never do thw sump bolt up to manual spec ir you'd strip the threads.
I've set mine to 30Nm, is that ok?

Also I found a tiny o-ring by the fork after I'd taken the allen key out. Can't find anything on the fiches but does anyone know if this has come out of the fork? I know there's little seals/rubbers inside the fork leg for the compression damping.

I just do it up to what feels about right, I've never used a torque wrench on them.

I don't recall any O-rings, but there is one of those washers with an inner rubber section on the allen bolt that holds the cartridges in. At least I think it's one of them, not just a sealing washer. Could that have torn out?
