I had that same rusting problem in my '81 GS 1000 G. I cleaned and flushed the tank several times.
The same result every time, until I stared to use 0.5 % of good quality two stroke oil in fuel. No new rust anymore..

Since that(over 10 years ago) I have used that two stroke oil trick in all my steel tank bikes, GSX 1400, XJR 1300 and ER 5,
0.3-0.5% depending on season.
No rust, no visible smoke, no dirt or carbon on spark plugs, and no knocking problems with every boost level I use.

Some of my friends use that same trick on their bikes with the same result (including two turbo bikes)

Pop over the border in to Cornwall on Sunday, we have our usual charity Easter Egg ride, all proceeds for kids in hospital etc, end up at a nice venue with live music, food and ales, drop me a pm if interested

I do hope to get down to my place in Dartmouth at least once or twice this year on one of the bikes, maybe we could catch up somewhere - I remember stumbling across what looked to be a Bike Night in Bude last summer, is it a regular thing?
