Think I found the answer on the DVLA site, PDF file attached. No mention of engineer certificate but I suppose it will depend on the mods, cutting of and welding frame is mentioned.

Not that I'm planning cutting my bike I am thinking of adding a crossbrace around the rear shock mounts on my tuned bike to hopefully keep it going straighter at higher speeds as it took 3 lanes on an autobahn to go of the clock a few years ago .

Just watched this, recorded it last week. Enjoyed it. Thumbs up to this chap and anyone who has or does serve in the forces and especially to the ex Para. Hope I can be as positive should life throw something like that my way

I caught up with this yesterday evening, and quite enjoyed it, I was disappointed that it was a one off.
Seems like they're trying to do a Guy Martin flavour Henry Cole/Sam Lovegrove.
Couple of things didn't add up, as they were supposed to be completing the Minx before the end of summer, but trying to complete the bike at the same time, before an October ride - when Summer's well and truly over in the UK.
And they didn't really show what they did to the bike frame, there were sketches showing cutting the rear down, but the action cut just before applying the angle grinder to the head stock area. Next shot the bike was virtually complete.
Wonder how much the Minx fetched....
