The most logical place to have a phone sitting while charging is out of the way under the seat.
Does anyone have any experience as to whether the phone can still get reception under there? Bluetooth would work fine but just whether it gets actual phone and data reception is what I need to know.

Stick the phone in one of the front pockets in your jacket, run an extension USB cord to it in there.
Way less chance of it getting shaken around & banged up in your pocket.
To answer you original question, can't see why it wouldn't get reception under the seat, it works inside buildings after all, and whilst your ass might be big, it wouldn't be as dense as a building, so it should work ok.
Have a try, bung it under the seat & have (the long suffering) Mrs Vlad ring it n see if it goes through.
personally, I wouldn't leave a phone under there for anything.
